St Ives Town Council has issued its concerns to Cornwall Council regarding the current review being carried out which it likely to affect the future of Dog Control Orders on beaches throughout Cornwall. A Single Issue Panel created by Cornwall Council is currently recommending that there be no change to the controls of dogs on beaches in Cornwall but for town and parish councils to be enabled to make their own Dog Control Orders should they wish to.
The Town Council’s stance is that the principle of town and parish councils taking on Dog Beach Control Orders at their own expense is strongly opposed by this council at this stage - especially on Cornwall Council owned beaches where Cornwall Council draws an income from leasing the beach. There was also concern that there has been a lack of notification and consultation with local councils with regard to the current recommendation of the Dog Beach Control Single Issue Panel - despite recommending that town and parishes should take on this role, there has been no consultation with the local councils concerned regarding the feasibility of doing so or how the associated costs would be met.
This is a matter of particular concern in the St Ives area (including Porthmeor, Porthminster and Carbis Bay beaches) as there have been calls for the Dog Control Orders in the area to be reviewed since their introduction in 2008 when concerns were raised by the town council at the procedures followed in bringing in the Orders for the St Ives area.
Concerns have been raised by dog owners and non-dog owners alike regarding the current dog beach ban which, for example, allow dogs on Porthmeor, Porthminster and Carbis Bay beaches between 1 May and 30 September after 7pm and in the morning until 8am. The town council is calling for a review which would include a full public consultation to enable all views to be taken into account.
The recommendations of Cornwall Council’s Beach Dog Control Orders and Enforcement Panel are due to be received by its Communities Overview and Scrutiny Committee on 20 January 2011.
